The 5th SCSPI-RSIS South China Sea Roundtable Held in Singapore

On May 6, 2025, the South China Sea Strategic Probing Initiative (SCSPI) and the S. Rajaratnam School of International Studies (RSIS), conducted the 5th SCSPI-RSIS South China Sea Roundtable in Singapore. 9 Chinese experts from SCSPI and 13 Singaporean experts from RSIS, the National University of Singapore (NUS), and the ISEAS–Yusof Ishak Institute exchanged views and discussed current situations in the South China Sea.

The roundtable focused on security and stability in the South China Sea, examining how changes in U.S. policy and recent developments in China-U.S. relations impact regional stability. Experts also assessed the current priorities of stakeholders in the South China Sea and explored practical mechanisms to manage current level of disputes and conflicts.

The roundtable was jointly chaired by Hu Bo, Director of SCSPI, and Jane Chan, Senior Fellow and Coordinator of the Maritime Security Programme at RSIS. Attendees included SCSPI Advisor Wu Shicun, along with research network members Zhou Bo, Liu Lin, Zheng Zhihua, Li Lingqun, and Yu Minna, as well as scholars such as Kumar Ramakrishna, Dean of RSIS; Adrian Tan, Deputy Director of the Institute of Defence and Strategic Studies (IDSS); and Sinderpal Singh, Assistant Director of IDSS. The roundtable provided a platform for Chinese and Singaporean experts to exchange views, fostering a deeper understanding of the South China Sea and related issues. The representatives from both sides highly praised the dialogue mechanism of the SCSPI-RSIS South China Sea Roundtable and reached a consensus on further exchanges and cooperation.

With a view to maintaining and promoting the peace, stability and prosperity of the South China Sea, we launched the South China Sea Strategic Situation Probing Initiative (SCSPI) in April of 2019. The Initiative aims to integrate intellectual resources and open source information worldwide and keep track of important actions and major policy changes of key stakeholders and other parties involved. It will provide professional data services and analysis reports to parties concerned, helping them keep competition under control, and with a view to seek partnerships.
