From April 18th to April 22th, 2025, the delegation of the South China Sea Strategic Situation Probing Initiative (SCSPI), headed by Professor Hu Bo and accompanied by Dr. Ngeow Chow Bing and Dr. Lam Choong Wah from University of Malaya, visited Malaysia to held in-depth exchanges with various Malaysian circles on issues such as the current situation in the South China Sea, Code of Conduct negotiation (COC), the impact of US tariffs on Southeast Asia, and China-Malaysia pragmatic cooperation.

During the visit, the delegation met with several Malaysian officials and former political figures, including Wong Chen, Chairman of Chairman of the International Relations and Trade Select Committee, Hamzah Zainudin, Former Minister of the Interior and Deputy Chairman of the United Malays National Organisation, Saifuddin bin Abdullah, Former Minister of Foreign Affairs, and Liew Chin Tong, Deputy Minister of Investment, Trade and Industry.

On the morning of Apr.21, SCSPI delegation visited the Malaysian Institute of Defence and Security (MiDAS), Lt Gen Dato' Seri Haji Muhammad Huzaimi bin Sabri, Chief Executive of MiDAS, along with other MiDAS maritime officers and Ministry of Defence strategist exchanged views on various issues such as the current situation in the South China Sea, China's policies in the region, and regional security mechanisms with the delegation.

During the visit, the delegation also paid visits to several major Malaysian political parties and important think-tank institutions, and held roundtable discussions with the Institute of Strategic Analysis and Policy Research (INSAP) of the Malaysian Chinese Association, the Merdeka Center for Opinion Research, the Centre of Regional Strategic Studies (CROSS) of the People's Justice Party, and key officials from the United Malays National Organisation. The frank discussions covered a range of topics, including the future development of China-Malaysia relations, the impact of external countries on the security situation in the South China Sea, and the challenges and opportunities of China-Malaysia Belt and Road cooperation.

With a view to maintaining and promoting the peace, stability and prosperity of the South China Sea, we launched the South China Sea Strategic Situation Probing Initiative (SCSPI) in April of 2019. The Initiative aims to integrate intellectual resources and open source information worldwide and keep track of important actions and major policy changes of key stakeholders and other parties involved. It will provide professional data services and analysis reports to parties concerned, helping them keep competition under control, and with a view to seek partnerships.
