From April 13th to April 17th, 2025, the delegation of the South China Sea Strategic Situation Probing Initiative (SCSPI) headed by Professor Hu Bo, visited the Philippines to promote understanding on China-Philippines bilateral relations and maritime-related issues and to establish, ties with research institutions and think tanks in Manila.

On the morning of Apr.14, 2025, SCSPI delegation visited the Asian Center of University of the Philippines Diliman. Dr. Noel Christian Moratilla, Dean of the Asian Center, Dr. Joefe Santarita, Former Dean of the Asian Center, and other scholars exchanged views on varies issues such as regional security, China-Philippines bilateral relations with the delegation.

On the afternoon, the SCSPI delegation attended a public media forum themed "Peaceful Settlement of Disputes in the South China Sea". More than a hundred people attended the forum on site and online, including Former Senator Nikki Coseteng and Dr. Rommel Banlaoi, President of the Philippine Association for International Security Studies. The forum was live-streamed on Facebook, and was reported by local media such as the Manila Times, Chinese Commercial News, and PILIPINO Mirror, etc.

On Apr.15, SCSPI delegation attended a roundtable discussion organized by PACS. Scholars from Ateneo, New Era University and other think tanks, exchanged views on varies topic such as Code of Conduct negotiation (COC), US-China geostrategic competition, and the current situation in the South China Sea.
On the morning of Apr.16, SCSPI delegation visited the Foreign Service Institute (FSI) of Department of Foreign Affairs (DFA). Mr. Francisco Noel R. Fernandez III, Director General of FSI, met the delegation and specified on Philippine’s foreign policy, South China Sea claim, expectation of the COC and others. On the afternoon, the delegation visited the Bahay Tsinoy and met with members of the Kaisa Para Sa Kaunlaran, including President Zeng Xinghua and Founding President Hong Yuhua.
